General Description
This position provides continuous oversight to the Absentee Shawnee Tribe’s (AST) Self-Governance endeavors in order to provide advice and counsel AST Lt. Governor regarding ever changing and developing Self-Governance principles and trends.
Responsibilities
  • Coordinate and/or monitor all AST Self-Governance activities regarding policies, legal, or management decisions to ensure diligent and consistent compliance with Federal contract provisions.
  • Review, evaluate, analyze and assess all Self-Governance programs, and develop recommendations to redesign or restructure programs and services to better meet the needs of the Tribe.
  • Develop the Internal Program Monitoring Procedures which involve documentation of the restructuring of AST organizational process, preparation of financial expenditures documentation and program performance evaluation procedures, and internal and external report in systems.
  • Analyze BIA/IHS budget allocation criteria by program, and identify likely funds for transfer to AST from BIA Central/Area/Agency budgets.
  • Monitor BIA/IHS programs for potential transfer to AST control.
  • Review and recommend changes to AST Constitution, Tribal Laws and Ordinances, and Policies and Procedures to reflect Self-Governance principals.
  • Compile appropriate cost data on a constant basis in order to prepare the proposals for each year’s Annual Funding Agreements.
  • Coordinate and lead the contract negotiations.
  • Prepare monthly written status reports for the Lt. Governor summarizing all activities, including the current status of budgets, problems experienced and recommendations. Meet regularly with Lt. Governor to present and review these reports.
  • Responsible for providing technical assistance and oversight for all proposals or grants being submitted for programs related to Self-Governance.
  • Develop and present information and materials for educating AST Tribal Citizens and Employees about Self-Governance.
  • Ability to attend meetings and seminars regarding Self-Governance both locally and on a national basis.
  • Perform other duties as assigned by the Lt. Governor.
Education Requirements and Qualifications
  • Bachelor’s degree in Business Administration, Public Administration or related field required. Masters Degree preferred.
  • A minimum of six years administrative/managerial experience, six years of contract and/or grant management experience and supervisory experience required.
  • Must have in-depth knowledge of how tribes operate under Self-Governance.
  • Knowledge of all Federal regulations, guidelines, and legislation related to Self-Governance.
  • Must possess excellent verbal communication skills, demonstrated technical writing abilities and research skills. Must have demonstrated planning process skills and abilities, programming capabilities, and in-depth familiarity with Public Health/Tribal systems as well as successful grant and contract management skills.  Should be able to construct budgets, cost analysis worksheets and flow charts.  Must have excellent computer skills. 
  • Negotiation experience and training is required. Experience with federal budgetary processes, Tribal Self-Governance project, P.L. 93-638 Tribal contracting process and tribal budgets preferred.
  • Must be able to pass a criminal background check.
