General Description

Plans, organizes and directs all Human Resources activity for the Absentee Shawnee Tribe, including but not limited to recruitment, compensation, benefits, policy formulation, employee relations and administration, disciplinary action and personnel records. Advises Executive Committee and department heads regarding all Human Resources issues and provides assistance and guidance to all employees in all aspects of personnel issues.

Responsibilities

  • Interpret and enforce personnel policies and procedures of the Absentee Shawnee Tribe.
  • Provide current and prospective employees with information about policies, job duties, working conditions, wages and opportunities for promotion and employee benefits
  • Annually reviews and makes recommendations to Executive Committee for improvement of the organizations policies, procedures and practices on personnel matters.
  • Maintains knowledge of industry trends and employment legislation as it applies to the Tribe.
  • Maintains responsibility for compliance with federal, state, and local legislation as it pertains to the Tribe
  • Perform pre-employment screening: Background checks, reference checks, verify employment and education, etc.
  • Receive, verify eligibility of former employees who file unemployment claims and respond to OESC in timely manner.
  • Review all benefits plans annually and recommend to the Executive Committee which plans the Tribe should offer.
  • Assist and participate in employee conflict resolution sessions.
  • Assist supervisors and ensure that proper disciplinary and termination procedures are followed.
  • Assist Executive Committee in the annual review, preparation and administration of the Tribes wage and salaries.
  • Consult with legal counsel as appropriate, or as directed by Executive Committee member.
  • Works directly with department managers to assist them in carrying out personnel matters and department needs.
  • Develops and maintains a human resource information system.
  • Supervises the staff of the Human Resource Department.
  • Responsible for developing employee orientation and training programs.
  • Conduct various research projects and/or special projects as assigned by the Executive Committee.
  • Oversight of the hiring, retaining, promoting, disciplining and terminating of employees.
  • Develop an annual operating plan, including budget, necessary to operate the department.
  • Perform duties of Human Resources Specialist and/or Human Resources Assistant in his/her absence.
  • Other duties as assigned by the Executive Committee.

Education & Requirements

Bachelor’s degree from an accredited four year college or university in Human Resources Management or Business with a minimum of 5 years experience required.  Years of relevant experience may be substituted for required education on a year by year basis.
 Experience working for Native American Tribal Government or Business preferred.
Knowledge of State and Federal laws impacting employment and ability to interpret and apply applicable laws and regulations.
Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits.
Knowledge of employee benefits development and maintenance.
Ability to exercise considerable initiative and willingness to learn Native American Human Resources Practices.
Ability to communicate efficiently and effectively both verbally and in writing.
Ability to establish and maintain good working relationships with other individuals of varying social and cultural backgrounds.
Must be able to pass a background check.
