General Description
The ICW CPS Caseworker is responsible for providing child protective services to AST children and families served by the ICW Department. The CPS Caseworker will be required to attend and testify at Tribal adjudication and disposition court when needed. The CPS Caseworker must be able to establish and maintain excellent working relationships/partnerships with internal and external stakeholders in order to meet the needs of the Native population served and the Tribe. The CPS Caseworker must be culturally sensitive to AST Tribal customs, culture and heritage with internal and external tribal members, tribal leadership and tribal member employees.
Responsibilities & Duties
Investigating reports of abuse, exploitation, and/or neglect; assessing risks, strengths, barriers; and determining appropriate actions governing a client's situation.
Writing and implementing child and family service plans.
Coordinating and referring services to children and families offered by community resources, placement providers, collateral agencies, the courts, and community partners.
Orchestrating individual, family, or group therapy sessions that coincide with established treatment plans and providing crisis intervention if necessary.
Presiding over visits between parents and children, monitoring behavior, reporting observational notes and concerns to appropriate professional/clinical staff, and updating case files.
Conducting in-home visits.
Testifying in court or hearings regarding actions, findings, procedures, and protocols.
Preparing detailed case documentation that includes: intake records, investigation summaries, risk assessment social summaries, needs assessments, service plans, case history, and activity logs.
May include performing 24-hour-on-call services as needed under ICW Director's direction and be accessible by phone or email at all times.
Maintain casework with emphasis on collecting and compiling factual data on individuals, families and groups to determine service needs and address identified problems to include transportation;
Provide and monitor service referrals, provide home studies, assessments, court reports, case plans and case outcomes through follow up contact with individuals, families and service providers in all areas of services as to treatment, prevention and advocacy;
Assists Tribal Law Enforcement officer in determining whether emergency removal of child from parent or legal custodian is necessary;
Assists Department of Human Services when alleged incident occurs off trust land involving an AST child(ren) or involvement in an Absentee Shawnee Housing Authority home;
Selects, summarizes, and presents case material for transfer to permanency caseworker;
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above;
Works in conjunction with Tribal, Federal, and State Courts, Law Enforcement, Attorneys and attend Child Protection Team (CPT) meetings and other meetings directly related to clients in case management workload;
Must be available and willing to work irregular hours as needed (ie: nights, overnights, weekends and holidays);
Implement the goals and objectives of the grants, and ICW policies and procedures;
Travels out of local area for home visits, safety checks, assessments, court hearings and trainings as required;
Maintains confidential case records, compiles statistical information, and meets all reporting requirements;
Ability to work cooperatively with internal and external agencies and bureaucratic procedures;
Completes native American enrollment verification checks through the AST enrollment department;
Transport children when taking protective custody, when placing them in substitute care, and when changing placement location;
Must possess a history of excellent work attendance;
Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies.
Other duties as assigned by ICW Director.
Education and Qualifications
Associate’s Degree or equivalent combination of education and experience or 2 years ICW work experience.
Knowledge of state and tribal welfare services. Must be knowledgeable of Tribal Codes, Federal Law & Regulations, and State Laws pertaining to children and child welfare.
Familiarity with the judicial system of tribal and state courts, juvenile court proceedings and the Federal Indian Child Welfare Act and the State Indian Child Welfare Act.
Knowledge of Native American family dynamics, child development, assessment in the risks of abuse and neglect with families and children.
Ability to interact and communicate effectively with the Native American population and the general public. Must be able to communicate professionally and respectfully using both verbal and written skills.
Proficiency with MS Office and possess good written and verbal communication skills. 
Effective oral and written communication skills.
Must possess a valid Oklahoma Driver’s License.
Must be able to pass a drug test for pre-employment for the Tribe.
Must be able to a pass comprehensive background check
Physical Requirements and Working Conditions
Must be able to travel if necessary.
Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
