General Description
The NCREW Project Manager plays a critical role in supporting the Absentee Shawnee Tribe Health Clinic’s mission to deliver high-quality, culturally competent healthcare services. This position is responsible for monitoring, evaluating, and reporting on federally funded health award(s) to ensure compliance, effectiveness, and alignment with tribal health priorities. The specialist works closely with AST Research Center Executive Director, clinical staff, and tribal leadership to assess outcomes, improve program performance, and support strategic decision-making.
Responsibilities & Duties
  • Develop and implement evaluation plans for NIH NCREW award, including logic models, performance metrics, and data collection tools.
  • Monitor program activities to ensure compliance with funding requirements and tribal policies.
  • Analyze quantitative and qualitative data to assess program effectiveness and identify areas for improvement.
  • Prepare timely and accurate reports for funders, tribal leadership, and stakeholders.
  • Collaborate with grant writers and program staff to support future funding proposals with evidence-based outcomes.
  • Develop and implement comprehensive project plans, including short and long-term goals, define milestones, timelines, and adherence to established guidelines and regulatory requirements.
  • Assign responsibilities to team members based on expertise, capacity, and project needs to ensure efficient execution of tasks.
  • Evaluate project challenges and make timely, well-informed decisions to maintain progress and mitigate risk.
  • Serve as the central point of coordination for cross-functional teams, ensuring alignment, accountability, and cohesive collaboration across departments.
  • Provide regular project updates to executive leadership and/or the Board to ensure continued alignment with strategic objectives.
  • Monitor project performance and conduct ongoing quality assurance reviews to ensure deliverables meet established standards and compliance requirements.
  • Adjust project schedules, deliverables, and resource allocations as necessary in response to evolving priorities or project changes.
  • Collaborate closely with the AST Research Center Executive Director, Investigations team, and NIH partners to define project scope, funding requirements, timelines, and reporting obligations.
  • Facilitate regular project meetings with research staff and clinical teams to review progress, address barriers, and reinforce accountability.
  • Oversee task coordination and resource utilization to ensure timelines are met and project objectives are achieved efficiently.
  • Coordinate and manage logistics for in-person and virtual meetings, including agenda development, preparation of compliant materials, documentation of minutes, and follow-up on action items.
  • Maintain documentation and records in accordance with federal, state, and tribal regulations.
  • Provide technical assistance and training to staff on evaluation methods and data reporting.
  • Ensure evaluation practices are culturally appropriate and respectful of tribal values and community needs.
  • Maintain confidentiality and comply with HIPAA and company protocols.
  • Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies
  • Perform other duties assigned.
 
Education Requirements and Qualifications
Education and Qualifications
  • Master’s degree in Public Health, Health Administration, Statistics, or related field.
  • A minimum of 2 years of experience in grant evaluation, program monitoring, or health data analysis.
  • Experience with program metrics, quality improvement, and reporting outcomes.
  • Familiarity with tribal health systems, Indian Health Service (IHS), and federal grant programs (e.g., HRSA, SAMHSA, CDC, and NIH).
  • Understanding of HIPAA, HRSA, SAMHSA, NIH or IHS guidelines depending on the grant source.
  • Grant writing or proposal development experience preferred.
  • Experience working with Native Americans and disadvantaged populations strongly preferred.
Knowledge, Skills and Abilities
  • Knowledge of Indigenous cultural practices and how to incorporate them into evaluations.
  • Knowledge of federal and tribal grant regulations (IHS, HRSA, SAMHSA, CDC, NIH).
  • Knowledge of program evaluation methods and performance metrics.
  • Knowledge of data analysis and reporting standards.
  • Knowledge of tribal health systems and culturally responsive practices.
  • Strong written and verbal communication skills.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Skills in data collection and statistical analysis.
  • Skills in report writing and presentation.
  • Skills in project monitoring and documentation.
  • Ability to interpret complex grant requirements.
  • Ability to communicate findings to diverse audiences.
  • Ability to work independently and collaboratively.
  • Must have a valid Oklahoma Driver’s License. 
  • Must be able to pass a background check and drug test.
Physical Requirements and Working Conditions
  • Must be able to sit, stand, stoop, bend or kneel for long periods of time.
  • Prolonged sitting, standing, or walking; occasional bending, squatting, kneeling, and stooping; good finger dexterity and sensory perception; frequent repetitive motions; as well as talking, hearing, and visual acuity are required.
