This position provides continuous support to the Self-Governance Director by managing the Roads Projects for the Absentee Shawnee Tribe’s and assists in Self-Governance Department with project endeavors.  Assist the Self-Governance Director in the coordination of activities as they relate to planning, organizing, and implementation of The Absentee Shawnee Tribe’s initiatives.    

Responsibilities

·        Oversees funding, planning, designing, construction, and maintenance activities for all public roads on the AST inventory list.
·        Coordinates with the Federal Highway Administration’s Federals Lands Highway Office (FHWA) and the BIA, Division of Transportation, in accordance with an interagency agreement.
·        Manages the procurement, replacement, and repair of county road maintenance vehicles, and other heavy and specialized equipment; determines equipment needs to meet program requirements; authorizes purchase of and payment for equipment.
·        Directs, monitors, and inspects work performed under contracts and/or permits; estimates labor, equipment, and material costs for special projects; supervises and monitors annual road maintenance programs, such as surface preparation and drainage improvement, to ensure timely and proper completion; reviews and interprets plans and specifications and recommends modifications; consults with and coordinates the activities of other road divisions and county departments, contractors, engineering firms, consultants, city, state and federal agencies involved in road maintenance projects to ensure optimum production and utilization of resources, personnel and equipment.
·        Coordinates the planning and coordination of activities pertaining to the Roads projects to ensure work plan goals and objectives are being met in a timely manner for completion
·        Responsible for maintaining all documents, correspondence, and files pertaining to projects; including contracts and agreements with workers or vendors performing work or projects
·        Provides advice and technical assistance with cost analysis, fiscal allocation and budget preparation to maintain the Roads projects.
·        Coordinates and corresponds with contract labor and vendor management pertaining to Self-Governance projects
·        Maintains tracking system and calendar with regards to project due dates and activities that relate to projects
·        Maintains equipment related to the BIA projects and works as a liaisons between the department and the Fleet Coordinator for maintenance scheduling or repairs.
·        Ability to operate heavy equipment as needed
·        Assist in coordination and/or monitor all AST Self-Governance activities regarding policies, legal, or management decisions to ensure diligent and consistent compliance with Federal contract provisions.
·        Compile appropriate cost data on a constant basis for projects pertaining to the Roads Management in order to prepare the proposals for each year’s Annual Funding Agreements.
·        Assist in coordination and participate in the contract negotiations for projects.
·        Prepare monthly written status reports for the Director, summarizing all activities, including the current status of budgets, problems experienced and recommendations.
·        Assist Director in develop and present information and materials for educating AST Tribal Citizens and Employees about Self-Governance.
·        Ability to attend meetings and seminars regarding Self-Governance both locally and on a national basis.
·        Perform other duties as assigned by the Director.

Education Requirements and qualifications

·        Bachelor’s Degree in Bachelor’s degree in Public Administration, Political Science, Business Management, Finance or related field or able to obtain within 1 year of employment.
·        Must be able to work independently with minimal amount of supervision
·        Possession of a valid CDL
·        Ability to: learn and interpret the federal, state, and local laws, rules, and regulations relating to road maintenance work; develop and implement programs, procedures, and policies; identify and resolve operating problems; analyze, draw conclusions, and make evaluations and recommendations; read and interpret maps, plans and specifications; prepare statistical and narrative reports; make decisions and exercise independent judgment; speak before groups; establish and maintain working relationships with staff, public, and government officials.
·        Knowledge of: the practices, methods, techniques, and equipment used in road maintenance; the principles and techniques of selection, supervision, evaluation, and training of staff; the methods of budget preparation and financial management; the methods used to estimate the cost of materials and equipment; public relations; safety practices.
·        Demonstrated ability to effectively  work with and communicate with the public, vendors or contractors
·        High working knowledge of computer skills including, Excel, Outlook, Word, and surveying software
·        Knowledge of Self Governance principles and practices
·        Ability to establish and maintain effective work relationships with supervisory personnel, representatives from all levels of government and general public.
·        Excellent oral and written communication as well as good listening skills
·        Must be able to pass a drug screening and extensive 10 year adjudicated background check.  
·        Two years experience managing the design, construction, or maintenance of a public road system; or,
two years experience performing duties equivalent to maintenance duties for private or public sector; or, equivalent combination of training, education, or experience that would provide the required knowledge and abilities.
 
Working Conditions:
·        Must be comfortable sitting or standing for long periods of time, stoop, step, jump, lift, squat as needed
·        Able to obtain appropriate licenses to operate heavy equipment as needed
·        Lift a minimum of 50lbs with no assistance and work in inclimate weather (extreme heat, cold, and unfavorable conditions) as needed
