General Description

The Human Resources Officer is responsible for the daily operations and overall administration of the human resources functions for a multi-site tribal health clinic with approximately 400+ employees across two locations.  This role ensures the effective delivery of HR services, including talent acquisition, compensation d benefits, employee relations, performance management, and regulatory compliance.
The HR Officer partners with executive leadership and department managers to support organizational goals, maintain compliance with healthcare accreditation standards, and foster a positive and culturally competent workplace environment.  This position also provides oversight of HR staff, systems, and programs while ensuring alignment with Absentee Shawnee Tribal Health System (ASTHS) policies, AAAHC standards, and applicable federal, state and tribal regulations.

Responsibilities & Duties

  • Oversee day-to-day HR operations for a 400+ employee, two-location healthcare system. 
  • Supervise and support Human Resources staff, ensuring efficient and effective service delivery.
  • Develop and implement HR strategies, programs, and initiatives aligned with organizational goals.
  • Develop and manage the annual HR department operating plan and budget.
  • Maintain and optimize the Human Resource Information System (HRIS), ensuring data accuracy and reporting integrity.
  • Ensure compliance with all applicable federal, state, and tribal employment laws and regulations.
  • Maintain working knowledge of healthcare accreditation standards, including AAAHC requirements.
  • Maintain HR policies and procedures in accordance with ASTHS standards, clinical policies, and Performance Improvement requirements.
  • Interpret and communicate regulatory and clinical policy requirements to staff and leadership.
  • Assist with internal and external audits in collaboration with Tribal HR and regulatory agencies.
  • Oversee recruitment, hiring, onboarding, and retention strategies.
  • Ensure completion of pre-employment processes, including background checks, reference checks, and drug screenings.
  • Provide guidance to managers on staffing plans, workforce needs and department structure.
  • Oversee employee orientation and ongoing training programs.
  • Serve as a resource to managers and employees on personnel matters, policies, and conflict resolution.
  • Assist supervisors in administering disciplinary actions and terminations in compliance with policy and law.
  • Promote a positive workplace culture and ensure fair and consistent application of policies.
  • Support leadership development and performance management processes.
  • Maintain and administer the organization’s wage and compensation structure.
  • Collaborate with Tribal HR to review and communicate benefit plans and annual changes.
  • Provide employees with information regarding compensation, benefits, and career advancement opportunities.
  • Work closely with Tribal HR on unemployment claims and responses to the Oklahoma Employment Security Commission.
  • Consult with legal counsel and Health Board as directed by the Executive Director.
  • Partner with department leaders to address operational and personnel needs.
  • Maintain professional certifications (e.g., NNAHRA, THRP, SHRM) relevant to the position.
  • Perform other related duties as assigned.

Education Requirements and Qualifications

Education and Qualifications
  • Bachelor’s degree in Human Resources, Business or healthcare-related field required.
  • Minimum of 10+ years of progressive HR Management experience required. 
  • Equivalent combination of education and experience may be considered.
  • Experience in a Native American Tribal Health Clinic preferred.
  • Experience supporting healthcare accreditation processes strongly preferred.
  • Demonstrated knowledge of HR compliance, employment law, and healthcare regulatory standards.
  • Demonstrated commitment to cultural competence and sensitivity in a tribal environment.
Knowledge, Skills and Abilities
  • Strong knowledge of HR practices, employment law, and benefits administration.
  • Ability to interpret and apply complex regulations and policies.
  • Excellent interpersonal, communication, and conflict resolution skills.
  • Strong organizational, planning, and problem-solving abilities.
  • Ability to manage multiple systems and databases effectively.
  • Ability to build and maintain relationships across diverse cultural and professional backgrounds.
  • Ability to work effectively with executive leadership, board members, and government officials.
  • Must have a valid Oklahoma Driver’s License.
  • Must be able to pass a background check and drug test.
