General Description
The Recruiting Specialist is responsible for managing and coordinating the full-cycle recruitment process for the Absentee Shawnee Tribal Health Authority (ASTHA). This position serves as the primary recruitment resource for hiring managers, applicants, educational institutions, and community partners and plays a critical role in attracting, selecting, and onboarding qualified employees.
The Recruiting Specialist develops and implements recruitment strategies, manages candidate sourcing and screening activities, coordinates interviews, maintains applicant tracking systems, and ensures a positive candidate experience throughout the hiring process. In addition to recruitment responsibilities, this position supports onboarding, employment record administration, regulatory compliance, and accreditation requirements. The Recruiting Specialist serves as an ambassador for ASTHA by promoting employment opportunities, employee benefits, organizational culture, and career development opportunities throughout the community.
Responsibilities & Duties
  • Manage the full-cycle recruitment process from requisition approval through candidate selection and onboarding.
  • Partner with department managers and leadership to identify staffing needs and develop effective recruitment strategies.
  • Create, post, and maintain job advertisements on internal and external recruitment platforms.
  • Source qualified candidates through job boards, social media, professional organizations, educational institutions, employee referrals, networking opportunities, and community outreach.
  • Review applications and resumes to identify qualified candidates.
  • Conduct applicant screenings and preliminary interviews.
  • Coordinate and schedule interviews between candidates and hiring managers.
  • Participate in interview panels and selection activities as requested.
  • Assist hiring managers with candidate evaluations and hiring recommendations.
  • Coordinate pre-employment requirements including background checks, reference checks, credential verification, and drug screenings.
  • Extend employment offers as authorized.
  • Maintain communication with applicants throughout the hiring process and ensure a positive candidate experience.
  • Notify non-selected candidates in a professional and timely manner.
  • Represent ASTHA at career fairs, job fairs, educational institutions, tribal events, networking events, and community outreach activities.
  • Promote ASTHA as an employer of choice by communicating employment opportunities, benefits, organizational culture, and career growth opportunities.
  • Develop relationships with colleges, universities, vocational schools, tribal programs, workforce development agencies, and community organizations.
  • Build and maintain talent pipelines for current and future workforce needs.
  • Assist with internship, externship, residency, student rotation, and workforce development programs.
  • Travel between ASTHA facilities and recruitment events as necessary.
  • Coordinate and conduct new hire onboarding activities and orientation processes.
  • Complete Human Resources Information System (HRIS) and payroll data entry related to new hires, transfers, promotions, status changes, and employee separations.
  • Prepare employment documentation and onboarding packets.
  • Ensure employee records are established and maintained accurately.
  • Coordinate employment-related paperwork and onboarding requirements.
  • Maintain applicant tracking systems and recruitment databases.
  • Ensure recruitment activities comply with organizational policies and applicable employment laws.
  • Conduct employment verifications and respond to requests for employment information in accordance with organizational policy.
  • Support compliance with Accreditation Association for Ambulatory Health Care (AAAHC) standards and Human Resources accreditation requirements.
  • Assist with accreditation surveys, audits, and compliance reviews.
  • Ensure Human Resources records, recruitment files, and employment documentation are accurate, complete, and maintained in accordance with retention requirements.
  • Monitor recruitment and onboarding processes for compliance and quality improvement opportunities.
  • Coordinate the review and maintenance of position descriptions throughout the organization.
  • Ensure job descriptions remain current, accurate, and reflective of organizational needs and accreditation requirements.
  • Work with department leaders and Human Resources leadership to update job descriptions as responsibilities evolve.
  • Prepare recruitment reports and track recruiting metrics including applicant flow, time-to-fill, and hiring outcomes.
  • Assist with special Human Resources projects and initiatives.
  • Participate in employee engagement and retention activities.
  • Support workforce planning and succession planning initiatives.
  • Assist with accreditation preparation, policy implementation, and process improvement projects.
  • Perform other duties as assigned.
 
Education Requirements and Qualifications
  • High School Diploma or GED.
  • Associate degree or equivalent coursework from an accredited college or university in Human Resources, Business Administration, Healthcare Administration, Marketing, Communications, or a related field required.
  • Two (2) years of recruiting, talent acquisition, human resources, staffing, healthcare recruitment, or related experience required.
  • Relevant experience may be substituted for education requirements on a year-for-year basis.
  • Experience recruiting healthcare professionals and support staff preferred.
  • Experience working within a Native American Tribal Health System, governmental healthcare organization, or similar healthcare environment preferred.
Knowledge, Skills and Abilities
  • Knowledge of recruitment, staffing, interviewing, and onboarding practices.
  • Knowledge of employment laws and Human Resources best practices.
  • Knowledge of applicant tracking systems, HRIS systems, and recruitment technologies.
  • Understanding of accreditation and regulatory requirements related to Human Resources functions, including AAAHC standards preferred.
  • Strong customer service and relationship-building skills.
  • Excellent verbal and written communication skills.
  • Ability to establish and maintain effective working relationships with individuals of varying social and cultural backgrounds.
  • Strong organizational, planning, and time-management skills.
  • Ability to manage multiple recruitments and priorities simultaneously.
  • Strong attention to detail and follow-through.
  • Ability to analyze applicant qualifications and make sound hiring recommendations.
  • Ability to maintain confidentiality and exercise sound judgment.
  • Proficiency with Microsoft Office applications including Word, Excel, Outlook, and PowerPoint.
  • Willingness to learn Native American Human Resources practices and healthcare recruitment strategies.
  • Strong problem-solving and decision-making skills.
  • Must be able to travel between ASTHA facilities and recruitment events.
  • Must have a valid Oklahoma Driver’s License.
  • Must be able to pass a background check drug test.
Physical Requirements and Working Conditions
  • Must be able to sit, stand, stoop, bend or kneel for long periods of time.
  • Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
