General Description
The Absentee Shawnee Health System Financial Officer (FO), reporting to the Health Executive Director, is responsible for overseeing all financial and accounting functions of the health system in accordance with GAAP, industry standards, AST Policies and Procedures, and all applicable Federal, State, and Tribal regulations. This role manages financial reporting, accounting systems, cash controls, accounts payable, payroll oversight, and annual budget and audit preparation. The FO ensures accurate financial statements, proper classification and reconciliation of accounts, and effective internal controls to protect organizational assets and maintain compliance with grant, indirect cost, and program requirements.
The FO provides financial leadership by developing and maintaining accounting systems, preparing financial analyses for executive decision-making, and monitoring organizational budgets, expenditures, and trends. The position requires coordination with multi-agency partners, tribal leadership, third-party payers, and regulatory entities, including IHS, CMS, OSDH, OHCA, and VA. The FO also ensures contractors and vendors adhere to financial policies, manage cash reserves, and makes recommendations on investments and financial activities.
Additional responsibilities include training program staff on financial policies and GAAP practices, maintaining secure financial records, processing transactions, monitoring credit card activity, and ensuring accurate payroll administration in coordination with Human Resources. The FO serves as an internal resource to identify and resolve financial discrepancies, support compliance efforts, and uphold the integrity of all financial operations. Successful performance requires timely communication, adherence to schedules, and ongoing coordination with the Health Executive Director.
Responsibilities & Duties
Oversee general accounting, financial, and statistical reporting functions of the Health System in accordance with established policies and accounting procedures to ensure financial transactions are recorded accurately and timely.
Develop, implement and maintain strong internal controls and in full compliance with generally accepted accounting principles (GAAP).
Ensure timely and accurate preparation of monthly, quarterly and annual financial report to federal agencies and bank for loan guaranty requirement.
Design and produce financial reports for management, Health Board Members and Executive Committee as required.
Coordinate and oversee the external financial audit including preparation of work papers to ensure completeness, accuracy and timely issuance of audited financial report.
Review funding regulations including Department of Health and Human Services, Indian Health Service, State of Oklahoma as well as all other applicable federal regulations to ensure compliance with all administrative and financial aspects of health grants and contracts.
Responsible for Health Programs annual audits and reviews audit results and implements necessary internal controls and revisions.
Review contracts and other proposals and analyze their potential impacts from a financial perspective.
Train staff and monitor performance to ensure fiscal responsibilities are fulfilled.
Assist the Health Executive Director in the development of long and short-range Health System operations plans that may include service demand analyses, resources availability analyses and cost benefit analyses of proposed capital and staff expansions.
Develop long and short-range operational and capital budgets, which are supported by the Health Systems long and short range plans and objectives.
Prepare cash flow analyses and budget variance analyses.
Oversee annual budget preparation, revision and presents to Health Administration and Heath Board Members for approval.
Review and approve budget modifications as required.
Assist directors in the development of departmental budgets.
Monitor, interpret and analyze financial performance in realizing established plans and objectives of the Health System.
Identify and report undesirable trends and potential revenue generating opportunities and make recommendations for action.
Assume a lead role in analyzing and exploring means of reducing Health System operating costs and increasing revenues based on knowledge of market trends, financial reports and operating procedures.
Responsible for direction and submission on a timely basis all financial data associated reports required by government and other regulated agencies including payroll tax reports and public disclosure reports.
Plan and monitor grant match requirement, grant budgets, and assist with preparation of grants application if needed.
Manage costs by continually seeking data that will identify opportunities and take action to eliminate non-value costs in conjunction with the Health Executive Director, Medical Director and Health Board Members.
Participate and contribute financial expertise in the planning of new services that generate additional sources of profitable revenue as a committee member of the tribe’s investment committee.

Education Requirements and Qualifications
Education and Qualifications
Master’s degree or equivalent in accounting or related field.
Must have attained, and be current, with Certified Public Account (CPA) credential.
Must demonstrate both a corporate and a strong healthcare experiential background in either corporate finance and/or health systems financial operations regarding payer mix, insurers, and reimbursements processes, policies, and methodologies; including demonstrated successful planning expertise such as strategic, work, business, operations and other related planning to accomplish tribal goals and objectives.
Industry related/recognized certification in health field finance, accounting, or corporate financial management related field. Must maintain membership in related professional organizations for currency in programs and policies.
Ten or more years of healthcare accounting, auditing, or responsible leadership experience directing, supervising, or administering related programs.
Demonstrated compliance and experience with external auditing engagements.
Knowledge of business/corporate and healthcare operations, GAAP, Governmental Accounting Standards issued by the GASB, and accounting systems/software applications.
Extensive knowledge and experience in administration of Federal Contracts and Compliance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Title 2 CFR 200).
Strong knowledge of Indian Health Systems Programs and Services and preparation of Indirect Cost Proposals.

Must possess a valid Oklahoma Driver’s License.
Must be able to pass a background check and drug screen.
