General Description

The ICW Case Manager will assist the ICW Director and staff with providing Tribal members access to all necessary services both internal and external to the Tribe.  This position requires excellent attendance, good communication skills as well as uncompromised attention to Client Confidentiality and detail.  Must advocate for and facilitate the proper implementation of the Tribal Juvenile Codes and ICWA.

Responsibilities & Duties

  • Assists ICW Director with accomplishing goals and objectives of the ICW Department;
  • Audits and monitors all case file information and documentation from all relevant sources regarding the case management plan’s case services to determine the plan’s effectiveness in reaching desired outcomes and goals for Native American children and their families. Modifies or changes the case management plan, as needed to ensure the best possible outcome;
  • Monitors and tracks the progress case management plan to ensure  effectiveness of each case plan for clients;
  • Coordinates child and family group activities that address prevention of child abuse and neglect;
  • Facilitates collaboration with tribal programs, federal and state agencies that provide services to Native American children, adolescents and their families to increase services and provide strength-based approaches;
  • Completes native American enrollment verification and checks through the AST enrollment department;
  • Ensure that permanency case plans will include care for cultural competency around the child’s cultural, ethnic and religious background;
  • Provides staff training on, but not limited to, ICW programs, cultural competency, court reports, court procedures, child/family assessments and Service Plans;
  • Assist clients with accessing counseling, physiological evaluations, case management, referral services, groceries, emergency shelter, clothing and/or other services needed;
  • Follow-up with cases to reassess needs, ensure compliance, and look for abuse, neglect, or the need for further protective services;
  • Attends Foster Care Licensing Committee meetings to review and approve prospective foster homes, as needed;
  • Establish relationships with other agencies, school, monitors, and service providers;
  • Assist ICW Caseworkers with evaluating cases in order to analyze their needs and abilities;
  • Develops and implements action-oriented and time specific case management plans by determining and documenting specific objectives, goals, and actions designed to meet the child’s health and human service needs identified through the assessment process with caseworkers;
  • Organizes, secures, integrates, modifies, and documents the resources necessary to accomplish the goals set forth in the case management plan;
  • Measures and analyzes the interventions to determine the outcomes of case management involvement, for the children, financial, variance, quality of life;
  • Performs other duties as needed to successfully fulfill the function of the position, including but not limited to orienting and educating staff and families, maintaining records delivery, serves as liaison between the program and other agencies, conducting quality improvement audits, and report preparation;
  • Under close to general supervision, performs autonomously but may be reviewed by ICW Director and performs within established program policies and guidelines;
  • Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies.
  • Performs other duties as assigned by ICW Director.

Qualifications

Education and Qualifications
  • Bachelor’s Degree in related field (Social Work, Psychology, Sociology or other Health or Human Services related) or Associate’s Degree or equivalent combination of education and experience or 4 years ICW experience.
  • Must work well and effectively with the public organizations, agencies and courts; have good written and oral communication skills; be computer literate; be extremely well organized and a problem solver.
  • Direct working knowledge and experience with children and families involved in the child welfare system due to abuse/neglect problems.
  • Ability to exercise discretion when making decisions and seeks ICW Director’s advice to determine proper course of action while following established standards.
  • Ability to handle stressful situations, or circumstances, and complete projects in a timely manner.
  • Knowledge of state and tribal welfare services. Must be knowledgeable of Tribal Codes, Federal Law & Regulations, and State Laws pertaining to children and child welfare.
  • Familiarity with the judicial system of state and tribal courts, juvenile court proceedings and the Federal Indian Child Welfare Act and the State Indian Child Welfare Act.
  • Knowledge of Native American family dynamics, child development, assessment in the risks of abuse and neglect with families and children.
  • Ability to interact and communicate effectively with the Native American population and the general public. Must be able to communicate professionally and respectfully using both verbal and written skills.
  • Ability to keep accurate and detailed records.
  • Proficiency with MS Office and possess good written and verbal communication skills. 
  • Must possess a valid Oklahoma Driver’s License.
  • Must be able to pass a drug test for pre-employment for the Tribe.
  • Must be able to pass a background check. 
Physical Requirements and Working Conditions
  • Must be able to travel if necessary.
  • Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
