General Description

The Public Health Director is responsible for community outreach and coordination with advocacy focused upon the health and wellness of serviced AST Tribal members and other patients serviced within the program’s scope.  Primary responsibilities are to build collaborative strategic community public health relationships through development and oversight of culturally diverse health and wellness educational materials and health system access to programs to include grants for public health and wellness. Conducts a variety of outreach activities, and recruits and retains community volunteers, as necessary, for all assigned programs, grants, and health & wellness initiatives. May present status and results of programmatic activities to health board and I.H.S. Ensures conformance with applicable laws, regulations, and accreditation standards which include local, state, and federal laws govern oversight; liaisons between Public Health Staff, the community, and other health program providing patient quality care,  OSDH/OFMQ, Medicare/Medicaid compliance, AAAHC Accreditation, I.H.S. Quality Programs, etc.  Will work under the supervision of the Multi-Site Clinical Services Director (in cooperation with the Medical Director and Deputy Director). Position primary location is the Little Axe Health Center, but is also responsible for Shawnee Clinic and PlusCare programmatic scope of activities related to identify service area and subject to staffing ability to deliver on assigned programs. Assures services are provided to patients with Public Health staff by visiting homes; determining patient and family needs; developing health care plans; providing nursing services and treatments; referring patients with social and emotional problems to other community agencies. Works closely with the AST Tribal Health System and Home Health Agency on patient matters and with identifying and resourcing appropriate services. Seeks out and applies for appropriate grants to add into strength and vitality of services provided to community health. With disease prevention and safety as a key goal, public health nursing professionals carry out a number of duties that can vary based on work environment. Some public health examples are providing medical care or perform inspections and liaison with other state and federal agencies for matters relating to public health. May also work with schools or in patient homes. Will be responsible for developing education programs that teach people how to eat healthier, stop smoking, training on CPR/BLS, or address other issues that can help them live longer.

Responsibilities & Duties

  • Build awareness of health services and its programs through speaking engagements, marketing tools and media outlets.
  • Develop a smart and effective plan for social media outlets, including, but not limited to, Facebook, Twitter, Tumblr, blogs and the Google suite of products.
  • Coordinate with and support administration with the day-to-day implementation of social media plan.
  • Perform routine maintenance and upkeep of marketing public health & wellness (culturally sensitive) public health materials in coordination with the health system’s public relations office.
  • Be active with area organizations and familiar with all services offered by the AST Health System within its capabilities.
  • Build and sustain working relationships and communication with community associations; health advocates and coalitions; business leaders; grant funders; faith based organizations and churches; school administrators, schools, universities and youth groups; and other institutions.
  • Work closely with staff to develop content for AST Health’s website and newsletter that communicates the ways that affiliate seeks to engage with community partners; the external newsletter is monthly and done through the Tribal Newspaper.
  • Attend staff meetings and work collaboratively with the Executive Director, Medical Director, Public Health, and all staff in a positive, team work oriented manner that facilitates goodwill and indicative of a strong outreach program.
  • Identify and coordinate community outreach activities.
  • Serve as the liaison to other community groups identified by the administration, Public Health, and/or work plan.
  • Provide timely and accurate records and reports from community outreach efforts and grant partners.
  • Work with other like-minded community groups to identify and prioritize community issues within central Oklahoma and other local tribes.
  • Develop strategies to engage community residents in health related issues through community education of services and programs offered.
  • Liaison with local media outlets to get the word out about health programs, including press releases.
  • Coordinate with approval from administration or the designated AST Health Marketing/Public Relations Director located in administration.
  • Identify and treat patients for health problems affecting their community.
  • Administer and oversight for immunizations programs as assigned by the health system.
  • Assist with workplace inspections for safety risks within the health system and/or tribe upon request.
  • Assist with formulating plans for increasing worker safety and improving health.
  • Create emergency plans that minimize dangers in the wake of natural disasters in conjunction with the tribe’s emergency management staff and Health System leadership.
  • Travel for training sessions and conferences as needed.
  • Direct supervision of assigned staff including approving time off, timesheets, and travel.
  • Perform other related duties as assigned.

Education Requirements and Qualifications

Education and Qualifications
  • Bachelor’s Degree in either Nursing or Public Health and a minimum of 3-5 years’ experience in a public health community, governmental, non-profit or for-profit type position (office or clinic).   
  • Substantial Public Health experience in a position of responsible charge may also be substituted for education on a year for year basis.
  • Knowledge and compliance with OSHA and HIPPA standards required. 
  • A minimum of 3-5 years’ of experience in a public health community, governmental, non-profit or for-profit type position (office or clinic) required.   
  • Experience working for Native American Tribal Health System, Government or Business, preferred.
  • Prior experience working with public health/community health education material development is required.
  • Working knowledge of AST culture and ability to speak the Shawnee language a plus.

  • Ability to support, network and motivate staff, volunteers and clientele.
  • Ability to maintain confidential information.
  • Ability to organize and maintain detailed records; complete necessary paperwork and meet deadlines.
  • Must have a valid Oklahoma Driver’s License.
  • Must be able to pass a background check and drug test.
