General Description
The AST Health System’s Director of Materials Management provides leadership, and oversees the Procurement/Purchasing Department, while maintaining an effective and efficient supply chain, utilizing LEAN/SIX SIGMA quality improvement techniques. This position is responsible for the overall supply chain, procurement, acquisition and distribution of materials, equipment and services, within the Health System by maintaining the supply inventory in a cost saving and timely manner for the health system’s central supply area, as well as the patient care areas/departments. The Director of Materials Management will also serve as a resource to senior management and physicians in matters related to purchasing procedures, expense reduction initiatives, value analysis and contract negotiations. Director works closely with Tribal Procurement and Finance offices as well as the Health System’s Finance office and Administration. Incumbent is responsible for making sure the health care facility has all the supplies needed for operations and patient services. Materials Management ensures procurement processes work in support of managers in the health system and acts as the primary point of contact between suppliers and the health system. They are responsible for the procurement of products and goods for use in the business by identifying potential supplier sources, screening them and negotiating favorable payment terms with the interest of the Tribe, AST Health System, Department Managers, and End Users. Position reports to Administration and works closely with Health Finance/Business Office, Health IT, Facilities Management, and Tribal Procurement/Finance Office staff.
Responsibilites
Develop sourcing and procurement activities that support key business objectives.
Develop and execute a long-term strategy to facilitate improvements for Procurement Services.
Ensure the execution of procurement strategies across the firm to ensure consistent and high quality value delivery.
Implement best practices in procurement and supplier management to support commercial and operational objectives.
Ensure the execution of standards, controls, policies, procedures and performance metrics to effectively and efficiently manage the acquisition and reporting of third-party spend across the company.
Lead rigorous and objective contract negotiations with key internal stakeholders, legal department and support groups.
Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost down and improvement opportunities.
Identify areas for improvement to continually drive performance and business results.
Maintain strong working relationships with strategic suppliers to assure cost, quality, and delivery targets are met.
Manage recruiting, training and supervising a team who are responsible for day-to-day procurement and inventory activities.
Assures ongoing synergistic relationship with tribal procurement and finance offices; works closely with administration, health finance, clinical staff, and facility maintenance in daily congruent and sensitive health material management fulfillment activities in support of patient servicing. Meets periodically with Tribal Procurement Director to ensure programs are collinear with overall procurement and inventory control efforts within the tribe.
Oversee the development and execution of sourcing strategies across all categories within span of control including targets, timelines and resource plans.
Build market intelligence capabilities within the category management team on key markets, suppliers and solutions to support strategy development purposes.
Analyze market and delivery trends so as to develop procurement technologies and processes that support those trends.
Update procurement strategies based on changing market conditions.

Education/Qualification Requirements
Education: BA/BS in Business, Health Administration or Purchasing, Supply Chain Management, Production/Operations Management, or Engineering or equivalent business experience related degree required with 5-7 years of leadership experience in business management, supply chain and/or healthcare.
Job Requirements: 5-7 years progressive experience in Purchasing & Sourcing with extensive experience in the manufacturing industry, preferably in a strategic setting in a mid to large size organization; 2 -4 years most recent experience related to Health System Procurement/Materials Management.
Materials management/purchasing experience within a hospital or health system are required.
Knowledge and experience with LEAN/Six Sigma quality improvement techniques and exposure to block chain supply management concepts.
Good understanding of packaging components and associated commodities.
Solid track record meeting substantial material cost reduction targets.
NAPM (A.P.P. C.P.M.) or APICS (CPIM, CIRM) certification preferred but not required.
Strong computer skills, ideally with experience using Windows-based PC programs.
Ability to coordinate multiple group efforts within the company to achieve objectives.
Excellent written and verbal communication skills.
Excellent organizational and problem solving skills.
Ability to handle multiple tasks, with awareness of deadlines.
Ability to identify processes needing improvement, and to recommend improvements.
Must be able to pass credit check.
Must possess a valid Oklahoma Driver’s License.
Must be able to pass a comprehensive background check.
Physical Requirements: Extended sitting or standing, lifting and bending to receive materials and conduct inventories. Must be able to lift 50lbs without restrictions.
