General Description
This position is located within the Absentee Shawnee Tribe Health Programs at Little Axe, Oklahoma. The Tribal Opioid Response (TOR) Project Director (PD) oversees the day-to-day operations of this 5 year grant (2024-2029) ensuring that is compliant with the grant: proposal narrative, objectives, budget, evaluation plan, GPRA and program reporting requirements as well as SAMHSA and AST operational principles. The position will require leadership, organizational skills, program development, management, administration, and outcome evaluation experience in addition to knowledge of: substance abuse prevention, treatment, recovery, co-occurring behavioral health issues, health communication, and community engagement.
Responsibilities & Duties
Management, review, mentoring, and training of TOR staff.
Maintain and expand existing research and program management infrastructure. Plan and implement evidence-based programs.
Actively engage with community members, attend events, and identify stakeholders, to build, develop, and engage related resources and organizations to maximize reach and impact of the TOR program and initiatives.
Assure that expenses incurred are allowable, reasonable, and allocable to the project to which they are charged. Partner with Tribal finance to review all financial reports and expenditures to insure project comes in on budget while meeting objectives.
Ensure compliance with grant requirements per granting agency (SAMHSA), write and submit progress reports and all required documentation
Plan, execute, and scale community outreach programs, events, trainings, and networks to increase community involvement and awareness of current programming and research projects
Build relationships with relevant groups/ institutions, including, but not limited to treatment and recovery agencies, tribal and local government, AST Health Center providers and staff, other tribal organizations, departments, and grant programs (both within and outside of the AST).
Work with TOR staff and other Tribal grantees (AST and other tribes within our five county service area) and Indian Health Service to gather, access, analyze and summarize opioid and substance abuse information. Collaborate with Tribal personnel and local communities to develop procedures for collection of data related to substance abuse.
Collaborate with Director of Behavioral Health Grants and TOR project team in the development, execution, and delivery of program evaluation instruments.
Attend all related meeting and trainings. Travel to meet grant requirements. Other duties as assigned.
Assure that confidentiality and participant protection procedures are appropriately administered.
Must adhere to Absentee Shawnee Tribe Personnel Policies and Drug and Alcohol Policies
Perform other duties as assigned by the Director of Behavioral Health.
EDUCATION REQUIREMENTS AND QUALIFICATIONS
Education and Qualifications
Bachelor’s Degree: in public health, health communication/promotion sciences, psychology, education, social work, addiction counseling, or similar related field or equivalent work experience.
At least at least two-years of experience working with tribal organizations or cross-agency experience with a community-based project strongly preferred.
Demonstrated proficiency in grants management, public speaking, group facilitation, training, prevention program development, program evaluation, strategic planning, and implementation, and data collection and analysis.
Understand principles, practices and techniques of grant project planning, development, evaluation, procedures of budget preparation and monitoring, and contracted services.
Strong working knowledge of qualitative and quantitative research methodologies as well as descriptive statistics.
Experience using statistical software (STATA, SPSS, or similar)
Experience with SmartSheet, Survey Monkey (or other survey creation program) preferred.
Knowledge, Skills and Abilities
Immediate to advance computer skills (Word, Excel, Power Point, etc.).
Effective oral and written communication skills.
Culturally sensitive.
Must have a valid Oklahoma Driver’s License.
Must be able to pass a background check and drug test.

Must be able to sit, stand, stoop, bend or kneel for long periods of time.
