General Description

This position is a key position in the Absentee Shawnee Tribal Health Programs within the AST Health System. The structure includes all clinical offices and staff that comprise the AST Health System. Position will be within the Absentee Shawnee Tribal Health Programs system with all Clinics owned and managed by the Absentee Shawnee Tribal Health System. The incumbent is under the supervision of the Executive Director of Tribal Health Programs (ED-THP). The incumbent acts as the second in charge (Deputy Director) and assumes responsibility when the Executive Director is not available.  This position has supervisory responsibilities which includes all multi-site operations that are carried out at or by the clinic’s programs in operation at all sites (Little Axe Clinic/Shawnee Clinic/PlusCare Clinic, and Resource Center as well as other supported/serviced grant programs co-located). This is a supervisory/leadership position.

Responsibilities

  • Acts as the health system’s operations officer; performs the yearly, monthly and daily personnel issues and the required compliance background work, applications and notices for all Absentee Shawnee Tribe of Oklahoma's employees, except the Medical Director ("physician") position as it relates to medical decisions and the Dental Director ("dentist") position as it relates to decisions made by a licensed dentist. This duty includes without limitation;
    • Employee evaluations (excluding medical/clinical skill evaluations which are to be done by the medical and dental directors and other advanced licensed personnel),
    • Recommendations for training, promotions, reassignments, employee salaries, any leaves of absence such as annual, sick, etc., which are to be given to the ED-THP approval and written work deficiencies that will be filed in employee's personnel file,
    • Recommendations for setting of the health system’s hours of operation, and
    • Setting schedules for effective and efficient utilization of personnel breaks, lunch and working hours. Any personnel related incident is to be promptly brought to the attention of ED-THP. Clinic staff meetings are appropriate and recommended. Notice of such meeting date, time and subject will always be given.
    • Incumbent serves as a member of the Tribal Health Programs Senior Management Team.
  • Orientation of the Clinic's employees to the Tribe's comprehensive health program, training and updating training in the methods of documentation and the methods/systems used for communications and interactions within the Tribe's Health Program and the Tribe's various other departments, divisions, and services offered.
  • Personally responsible for reports, documents or forms requested or due by the Absentee Shawnee Tribe, the Federal, the State and any of their agencies' statutes, regulations or rules as required by law and the timely submission of any such report, document or form. Also personally responsible for any report, document, form, etc., requested by the Governor, the Executive Director of Tribal Health Programs, the Health Board of Directors, and the timely submission of any such request.
  • Preparation of written documentation to support any recommendations to ED-THP regarding: development of new programs, improvements to current programs; proposed new policies or revisions to old policies; proposed budget for health system or modifications to current budget; accreditation issues and costs; equipment issues and costs; etc.
  • Conducting of:
    • Random tests, reviews and/or surveys to determine the level of preparedness and cooperation by the health system and personnel stationed at the health system for program evaluation activities;
    • In-house training, review/update training and testing over specifications set forth in the all performance plans (strategic plan, compliance plan, quality assurance plan, business plan, life-safety plans, and other related accreditation plans, etc.), as adopted; and
    • Random tests, reviews, surveys, in-house training or update training, and testing to determine that all applicable accreditation levels binding on the health system, and its departments and employees assigned thereto are maintained or exceeded.
  • Management methods that allows the coordination and interaction of the various disciplines, programs and employees located at the health system;  a) compliance reviews and testing procedures to evidence the requirements and  directives, within an Implementation Plan on approved program changes for the health system's health care services and delivery systems, are working and continuously followed; b) documentation requesting support necessary for any new implementation requirements; delegation of responsibility for the collection of health care data, individual data, costs data, insurance data; and various other fields of data dealing with health care that will be used for reports, billing, statistics, negotiations, c) grant proposals and any other reason; and specific delegation to someone within your department responsible for input of the collection of such data within the current or a new data base system and/or the existing software programs. d) Management methods to include third party billing systems for medical and dental care and pharmacy services that are effectively and efficiently performed by health system's personnel with prompt medical and dental records, charting and filing while maintaining the current processing of all third party billing for health services received or performed at the health system.
  • Maintain full compliance with: the Absentee Shawnee Tribe's Administrative Manual, and the Federal, State, the Absentee Shawnee Tribe and any of their agencies laws, licensing and certification requirements for the health system with a business office, a laboratory department, an X-ray department, a pharmacy, health care professionals and other various employees assigned to job duties at the health system. 
  • Maintain reasonable assurance that employees located at health system are knowledgeable of the goals and objectives of the Tribe's Health Care Program; the overall services available through the Health Program; and the Tribe's various other programs. Complete assurance that such employees have the working knowledge and ability in following the appropriate methods that will allow such health care issues to be appropriately addressed.
  • Timely preparation and submission of all requested reports and/or documents which shall include but not be limited to the following: surveys, studies, budget requests, proposed budget modifications, acquisitions proposals, property management and inventories, monthly and quarterly reports, and Annual and Semi-Annual General Council Conference Reports.
  • Recommendations to ED-THP that adequately justify: development of new programs, improvements to current programs; new policies or revisions to old policies; proposed budget for health system or modifications to current budget; accreditation issues and costs; equipment issues and costs; etc.
  • Assurance of: preparedness and cooperation by health system personnel for all the health system's evaluation activities; continuously meeting or exceeding the activities and specifications in the Quality Assurance Plan, as adopted, by the health system; and maintaining or exceeding any and all applicable accreditation levels that are binding on the health system, and its departments and employees assigned thereto, including AAAHC or other equivalent certification entity. Coordination and interaction of the various disciplines, programs and employees located at the health system to insure the effective delivery of health care services;
  • Assurance that requirements and directives within an Implementation Plan on approved program changes for the health system's health care services and delivery systems are working and continuously adhered to until appropriate approval for a change is approved; responsible for requesting support, if necessary, to support the implementation requirements for long and short term plans; responsible for the collection of health care data, individual data, costs data, insurance data; and various other fields of data dealing with health care provided from health system that will be used for reports, statistics, negotiations, grant proposals and any other reason; and the input of the collection of such data within the current or a new data base system and/or the existing software programs.
  • Highest level of management responsible for the effective and efficient business office operations; acts as risk manager for enterprise; leads effective programmatic integration of behavioral health programs and grants into care delivery system. 
  • Assumes full responsibility for the physical meeting place surroundings that assures a smooth and efficient flow of the meetings involving the Health Board of Directors and the CMMR committee and serves as administrative support to such committees. 
  • Other responsibilities as assigned, except in no event will such responsibilities include clinically licensed supervision of professional staff performing medical/clinical licensed activities. This professional staff supervision will always be under the direction and control of the medical, dental, or other clinical director.  This does not alleviate obligations for administrative and operational oversight and director-level supervision/control over of the enterprise in this position, as appropriate.

Education/Qualification Requirements

  • Master's degree in related healthcare field preferred; degrees include: Leadership or Business Administration Field, Public Health Field, Behavioral Health Field, Nursing Field, or an equivalent graduate degree program that emphasizes (a) medical provider services, (b) health care clinic or hospital administration and/or (c) a combination of business and health administration; however a bachelor's degree with some graduate degree credit may be acceptable. A minimum of (3-5) years management experience in a clinical setting with supervisory responsibility over a minimum of 15 or more employees.  A minimum of 3 years experience is required in the following; (i) Federal and State laws and regulations concerning health care, including Medicare and Medicaid and (ii) the business aspect of effectively and efficiently operating an ambulatory health care or related clinic, including without limitation, the financial and cost accounting functions, the statistical gathering functions and all possible revenue generating functions.
  • Certified Medical Practice Executive (CMPE) or other similar credential(s) preferred, but not required.
  • Excellent verbal and written communication skills; effective management and supervisory skills that will include professional and non-professional staff.
  • Excellent public relation skills, including ability to interact with the person's immediate management, the Tribe's elected officials, the Tribe's citizens, and Federal and State officials.
  • Excellent problem solving skills including the problems inherent to a health clinic setting sensitive to Native American and Tribal issues affecting population health and state of services/access.
  • Strong business skills and working knowledge of accounting and database systems. Computer literate.
  • Requires routine communication with supervisor.
  • Must posses a valid Oklahoma Driver’s License.
  • Must be able to pass a comprehensive background check
