General Description

This position is responsible for the budget process to include development, evaluation and maintenance to ensure accountability and conformity.  Responsible for reviewing budget modifications and ensuring they are allowable within the regulations and policies. Must maintain all budgets of all departments and funding entities to include: indirect cost, general fund, IHS, BIA and grants. This position reports to the Budget Officer and is required to work independently.

Responsibilities

  • Prepares deposits for cash and checks receipted in Finance
  • Corresponds with departments orally and in writing relating to budget issues
  • Prepares and distributes monthly, quarterly, and annual budget reports
  • Responsible for the annual budget process
  • Analyzes department budgeting reports for the purpose of maintaining expenditure control
  • Reviews operating budgets to analyze trends affecting budget needs, processes, and seek new ways to improve efficiency
  • Consults with Managers/Directors to ensure that budget modifications are made in accordance with policies and regulations
  • Receives and enters budget modifications
  • Analyzes and prepares journal entries
  • Prepares and processes voids checks and prepares credit memos
  • Liquidates encumbrances, if needed
  • Back up for downloading and preparing monthly bank statements for all accounts for bank reconciliations
  • Reconciles monthly bank statements for payroll accounts
  • Reconciles assigned general ledger accounts
  • Participates in surprise audits
  • Creates benefit payment vouchers timely and accurately
  • Coordinates fringe benefit deductions and additions to Payroll Specialist
  • Helps with projects as requested by Finance Department personnel
  • Back up to Administrative Assistant
  • Performs all other duties as assigned by the Budget Officer

education & requirements

High School diploma or GED required.  Associates or Bachelors degree in Accounting or Business preferred.
Two years experience with Tribal or Governmental Accounting preferred.
Understanding of grants/contracts and prior budgeting experience preferred.
In depth knowledge in Microsoft Excel and Word.
