General Description

The purpose of this position is to provide excellent service to the Tribal Enrollment Department relating to Tribal Member and fellow employee interaction, researching, membership eligibility, and Tribal roll management. The Enrollment Specialist II will provide assistance to the Enrollment Director in writing and implementing a Policy and Procedure manual, and records retention plan.

Responsibilities & Duties

  • Responsible for verifying eligibility for enrollment into the Absentee Shawnee Tribe of Oklahoma based on membership of parent(s)/grandparent(s) and ancestors.
  • Responsible for verifying incoming enrollment applications are complete; corresponds with applicant to complete the application if needed.
  • Corresponds with other Tribes in the event an applicant possesses other Tribal blood, ensuring applicants are not dually enrolled.
  • Maintains & Updates Tribal membership rolls in Progeny database.
  • Prepares and mails enrollment packets to new enrolled members.
  • Processes and issues CDIB cards to tribal members.
  • Assists Director in preparing resolutions for Executive Committee Meetings to enroll, relinquish or deny memberships for the Absentee Shawnee Tribe.
  • Attend Executive Committee Meetings to explain or help answer any questions regarding Enrollment resolutions in the event the Enrollment Director cannot be present. 
  • Assists members in researching ancestors.
  • Correspond daily with other Tribes and various entities verifying membership and requesting dual enrollment verifications.
  • Performs extensive family research, verifying lineage and blood quantum for each family.
  • Responsible for the oversight in preserving all tribal resolutions, ordinances and minutes for posterity.
  • Responsible for safeguarding the confidentiality of the Absentee Shawnee Tribal Roll.
  • Maintain professional standards in all matters and strict department security, confidentiality, and quality.
  • Participate in and attend tribal meetings or trainings as required.
  • Notify Enrollment Director of incorrect blood quantum found during research, present research for corrections.
  • Assist the Enrollment Director to implement and maintain records retention plan for AST Roll and files.
  • Assist the Enrollment Director to write and implement Policy and Procedure manual for department.
  • Adhere to all Tribal Policies and Procedures as set forth in the current and future Administration manual, Tribal Constitution, Membership Ordinance, and Enrollment Policy and Procedure manual.
  • Other duties as assigned by Enrollment Director.

Qualifications

Education and Qualifications
  • High School Diploma or GED
  • 2+ Years experience in office setting
  • Must be dependable, punctual and flexible
  • Must have good spelling, typing and computer skills
  • Must have excellent verbal and written communication skills
  • Must have excellent Microsoft Office skills, Laserfiche and Progeny experience is a plus
  • Must have ability to relate and work well with co-workers, tribal members, and the general public
  • Must have ability to maintain files and utilize office procedures
  • Must have a valid Oklahoma Driver’s License. 
  • Must be able to pass a background check. 
Working Conditions Physical Requirements
  • Sitting or standing or walking for long period of time; occasional bending, squatting, kneeling, stooping; good finger dexterity and feeling; frequent repetitive motions; talking hearing and visual acuity.
  • Frequent lifting (up to 15 lbs)
  • Occasional lifting (up to 30 lbs)
