General Description

Requirements

• Develop and maintain timely and accurate financial statements and reports that are appropriate fo the users and in accordance with generally accepted accounting principles (GAAP).
• Develop, implement, and ensure compliance with internal financial and accounting policies and procedures.
• Ensure that all statutory requirements of the organization are met including Charitable Status, Withholding Payments (CPP, EI), Income Tax, Goods and Service Tax.
• Prepare all supporting information for the annual audit with the approved external auditor.
• Prepare and report all supporting information for the Executive Committee for Tribal financial budgeting.
• Provides advice, instruction and clarification to Tribal officials and employees regarding Tribal fiscal policies, accounting practices, expenditure reimbursements and budgeting rules.
• Monitors bank balances on a daily basis to assure sufficient balances are maintained to conduct Tribal business.  Verifies funds from different sources are credited to the appropriate accounts and are not co-mingled with money from other sources.
• Participates in review of proposals for new or revised benefit programs, including financial analysis and projections regarding cost of the present and proposed programs.
• Recruits, trains, assists, supervises and coordinates the work of the accounting personnel involved in the processing of payrolls, accounts payable, authorization for expenditures, trial balances, purchase orders and personnel records.
• Monitors accounting systems and policies for efficiency, and accuracy; implements appropriate controls for fiscal accountability; prepares monthly and special reports for Tribal officials and as requested, researches federal legislation and regulations impacting current procedures and accounts.
• Coordinates the work of the outside audit firm to facilitate timely preparation of year-end reports and certification of Tribal operations.
• Monitors the Tribal investment program.  Advises the Treasurer concerning appropriate investment of excess funds. Monitors the BIA Trust Fund program.
• Prepare and maintains the Tribe’s fixed asset schedule.
• Prepares annual Tribal budgets.
• Prepares annual Federal Fuel Tax Refund Application.
• Supervises the preparation of required federal grant reporting forms such as SF-272 and SF-269.
• Assists in the selection and installation of all systems for fiscal operation of the Tribe.
• Assists with potential Tribal economic development projects as directed by Treasurer.
• Other duties as may be assigned by the Treasurer.

Education requirements

• Requires a Bachelor’s degree in Accounting or Business. 
• Preference given to MBA, CPA or CMA. 
• Prefer five (5) years’ experience in a governmental accounting environment with two (2) years involving supervision of accounting/finance operations.

• Knowledge of generally accepted accounting and internal control principles.
• Knowledge of federal and provincial legislation affecting Tribal and self-governed entities.
• Well-developed verbal and written communication skills are required. 
• Strong analytical skills, ability to organize, prioritize and perform multiple tasks with a minimal amount of supervision.
• Computer literate and proficient in the use of a wide variety of software programs including but not limited to: MIP, Excel, Word and Outlook.
• Excellent time management skills are required.
• Ability to work as part of team including delegating, directing and training staff.
• Knowledge of Self-Governance Tribes.
