General Description
The purpose of the position is to provide expertise in the area of Local Area Networking services for the Absentee Shawnee Tribal Complex. This position will have over site of the MIS/IT department and the implementation of new technologies such as field installations and upgrade initiatives. Assumes management tasks and knowledge of all areas of MIS/IT department is necessary for day to day operations.
Responsibilities
Assists computer systems administrators in the resolution of Local Area Networking problems.
Directs operations in executing production tasks according to a documented schedule that meets or exceeds department expectations
Researches, tests, evaluates and recommends voice and data telecommunications hardware and software and telecommunications systems and products: Identifies areas of operation which need upgraded equipment such as modem, routers hubs, bridges, fiber optic cables and data cabling.
Keeps abreast of current and ongoing data communications technology in order to provide state-of-the-art operations requirements for the Tribe.
Produces detailed time line for each application release and implements effective project control by monitoring the progress of the software update/installations and reporting the status to Elected Official as needed.
Tests and evaluates hardware and software to determine efficiency, reliability and compatibility with existing systems using equipment such as computer terminal, desktop computers, modem testing software and network analyzers. Analyzes test data and recommends hardware of software for purchase. Develops and writes procedures for installation, use, selection, solving problems of telecommunications hardware and software, and recommending Information Technology purchases. Monitors system performance. Knowledge of Linux, Exchange, Windows Office is required.
Oversee or assist in the installation of computer hardware and may perform minor equipment repairs.
Knowledge of current and practices and techniques in the provision of Local Area Networks.
Knowledge of on-line real-time and automated network management tools and applications.
Ability to communicate efficiently and effectively with staff members at all organizational levels, both orally and in writing.
Ability to maintain a confident and professional demeanor.
The position requires the knowledge of a number of complex areas. The incumbent must have the ability to utilize this knowledge upon demand to aid the Tribe through the completion of his/her duties.
Contacts include employees at all levels with the Tribal Government, including tribal officials, the Executive Committee, Management, and the general public.
Develop standard procedures for system purchases, services, security, disaster recovery etc. to ensure all Tribal data and communication systems/software are protected.
Perform operational risk assessments and implement mitigation solutions.
Manage budgets for installing and upgrading hardware and software systems.
Perform negotiation and administration of service agreements and contracts with vendors.
Coordinate with Department Heads on upgrading/purchasing new software to ensure system requirements.
Evaluate vendor proposals to determine application, infrastructure, budget, and resource requirements for the proposed project.
Participate, and proposals for system enhancements and contingency plans to meet Tribal needs to Elected Officials.
Manage and evaluate MIS/IT department employees to identify the needs for technical and professional growth.
The ability to assume or delegate ordering and purchasing requirements and process within the Absentee Shawnee Tribe.
Responsible for day-to-day system operation.
Performs other duties as assigned.
Education/QUALIFICATION requirements
Bachelor’s Degree in Computer Science (preferred) or substitute 2 years experience in non-related IT field. Or Associates Degree with 2 years’ experience in IT field. Or High School Diploma with 4 years’ experience in IT field.
The ability to work and communicate well with others.
The ability to operate in server administration environment.
Ability to supervise a department of multiple employees at remote sites
Ability to travel or work after hours on weekends as needed.

Must have a valid Oklahoma Driver’s License.

Physical Requirements and Working Conditions
Must be able to sit, stand, stoop, bend or kneel for long periods of time.

Constant contact with families, patients, visitors and working in areas throughout the office. This position is subject to frequent interruptions, pressure from multiple/emergency calls and hostile or emotionally upset patient, family members, personnel and visitors. This position may work some evenings/weekends/holidays or other shifts as necessary.
