GENERAL DESCRIPTION The Realty Director is responsible for the planning, organization and execution of all land operations and realty activities necessary for insuring proper land use and protection of the holdings of AST account holders regarding their restricted lands, surface and subsurface. The Realty Director may also be asked to assist the Tribe with lands held in trust for the Tribe.

RESPONSIBILITES

• Working knowledge of real property management practices and procedures which apply to restricted and/or trust holdings, as well as, knowledge of County, State and Federal laws as they relate to such holdings. Duties include planning and coordinating the leasing program. • Manage and supervise a diverse staff of two to three people (Realty Specialist and Administrative Assistant). • Must have the ability to read legal land descriptions, knowledge of land types and uses, general allotment regulations, heirship and allotment records. • Expert administrative knowledge of the forms and legal effects of all documents affecting the title, encumbrance, use rights and rights to income from land administered by the BIA, including but not limited to land patents, trust patents, deeds, mortgages, grants for rights of way, leases and various land and title documents. • Ability to read, understand and create sufficient legal land descriptions for trust and fee lands. • Responsible for all land acquisitions, land disposal and realty management. Lands are acquired by purchase, exchange, withdrawal, transfer, gift deeds and on rare occasion condemnation. • Lands are disposed of through sales, transfer, exchange, or withdrawal revocation. Realty management responsibilities include rights-of-way processing, trespass and encroachment resolution, record maintenance, including automated records, and reports on real property. • Conducts and directs negotiations with landowners or their representatives. Works to resolve title issues. Reviews staff work and ensures all requirements are completed. Assists staff with complex issues. Coordinates with governmental agencies. Advises Executive Committee on realty issues. • Assigns and tracks the workload of the Department. Provides reports and assists the realty staff. Maintains the department budget and completes supervisory tasks. Conducts performance evaluations and makes recommendations on pay increases. • Other Duties as assigned.

EDUCATION REQUIREMENTS • Bachelor’s degree or related experience. • Prefer at least 2 yrs experience working in a supervisory position, preferably with a Tribal or Federal Realty Department. • Must posses a valid Oklahoma Driver’s License. • Must be able to pass a comprehensive background check. • Must be knowledgeable of the Code of Federal Regulations and other laws and codes that are utilized in the operation of a Tribal Realty department.
