General Description

This position provides continuous oversight to the Absentee Shawnee Tribe’s (AST) Self-Governance endeavors in order to provide advice and counsel to the Absentee Shawnee Tribe and Executive Committee regarding ever changing and developing Self-Governance principles and trends.  This position will be responsible for coordinating compacts between multi-governmental departments, Tribes, and other entities to ensure that obligations of the Self-Governance and Tribe are met, and that the integrity of the compacts are not jeopardized. This position is the primary contact for government-to-government relationships with Tribal, Federal, State, County, and local governments on all issues impacting Self-Governance activities.

Responsibilities

  • Advise the Absentee Shawnee Tribal Treasurer regarding organizational decisions, such as funding opportunities, budget development, and investment strategies pertaining to BIA funds
  • Coordinate, manage and delegate all Self-Governance activities and projects including ensuring diligent and consistent compliance with Federal contract provisions.
  • Internally and externally negotiates, develops and monitors compliance with applicable Tribal, Federal, State and County laws, regulations, contracts, cooperative agreements, memoranda of understanding (MOU), memorandum of agreement (MOA), that affect, associate and/or commit cooperation of the Tribal Self-Governing body and/or impact Tribal sovereignty.
  • Shall act as the BIA Self-Governance Compact Coordinator, to ensure that the compacts are adhered to by the Tribe and BIA
  • Shall report and provide written material to the Chief Financial Officer and Tribal Treasurer that relates to the fiscal aspects of the Tribes BIA services and programs.
  • Monitor all AST Self-Governance activities regarding policies, legal, or management decisions on projects and legislative changes
  • Develop, review, and evaluate Self-Governance program strategies and tactics to make recommendations to advance Self-Governance department
  • Advance and maintain relations with key partners, networks, coalitions and organizations critical to the achievement of Self-Governance priorities
  • Coordinate and lead quarterly strategy session planning with, oversite, Executive Committee and/or action teams as directed
  • Develop, coordinate and manage funding and cooperative agreement reporting and implementation
  • Develop alerts, policy briefs, and other written documents for the departments
  • Maintain office administrative functions and contracts 
  • Analyze budget allocation criteria for program, and identify likely funds for transfer to AST from BIA Central/Area/Agency budgets.
  • Perform unforeseen Compact related duties and responsibilities, as may be assigned by supervisor
  • Develop and present information and materials for educating AST Tribal Citizens and Employees about Self-Governance.
  • Shall be available for local and out of town/State travel to attend meetings and seminars regarding Self-Governance
  • Perform other duties as assigned

Education Requirements and qualifications

  • Bachelor’s degree in Public Administration, Political Science, Finance or related field required. Masters Degree preferred.
  • A minimum of three years administrative/managerial experience, three years of contract and/or grant management required.
  • A minimum of three years’ experience in Tribal Government or inter-tribal experience and two years as a supervisor is required.
  • Extensive knowledge of all Federal regulations, guidelines, and legislation related to Self-Governance.
  • Must possess strong interpersonal communication, written and verbal communication skills, demonstrates technical writing abilities and research skills.
  • Demonstrated experience working collaboratively with diverse personnel, including Tribal Leaders, inter tribal organizations, Federal agencies, and Non-governmental organization.
  • Demonstrated planning process skills and abilities, programming capabilities, and in-depth familiarity with successful grant and contract management.  Should be able to construct budgets, cost analysis worksheets and flow charts.  Must have excellent computer skills. 
  • Must have demonstrated the ability to work independently, make decisions and maintain confidentiality.
  • Must have experience and demonstrated skills in creative problem-solving, conflict resolution and contract negotiation; demonstrated ability to work in culturally diverse environments and tolerate disparate viewpoints
  • Negotiation experience and training is required. Experience with federal budgetary processes, Tribal Self-Governance project, P.L. 93-638 Tribal contracting process and tribal budgets preferred.
  • Must possess valid Oklahoma Driver’s License, and be able to be insurable by the Tribe’s insurance carrier
  • Must be able to pass pre-employment screenings including a drug screening and extensive criminal background check.
